Micro, small, and medium enterprises (MSMEs) in catfish aquaculture play an important role in supporting community-based economies, yet they often face challenges related to limited production capacity and weak business management. This community service program aimed to transfer biofloc-based catfish culture technology to strengthen business management and enhance production capacity of the “Maju Bersama” Community Business Group “Kelompok Usaha bersama” (KUBE) in Industritenayan, Pekanbaru. The program employed a participatory approach consisting of socialization, business management training, biofloc technology transfer, technical demonstrations, and production mentoring over one to two culture cycles. The results indicated improvements in partners’ managerial capacity, reflected by the implementation of clearer task distribution, basic financial record-keeping, and more structured production planning. The application of the biofloc system also contributed to improved production stability and more efficient culture management. These findings demonstrate that integrating appropriate technology transfer with managerial capacity strengthening can effectively enhance the independence and sustainability of aquaculture MSMEs. This community empowerment model has strong potential for replication in other aquaculture-based community groups with similar characteristics
